
Amman, Jan. 28 (Petra) – The Policies and Standards Department of the Service and Public Administration Commission (SPAC), in collaboration with the Support for Improvement in Governance and Management (SIGMA) initiative of the Organisation for Economic Co-operation and Development (OECD), organized a second introductory workshop on government leadership management on Tuesday.
Fayez Nahar, SPAC President, stated that the management of future government leaders is one of the SPAC’s eight core areas of work. These areas form an interconnected value chain that operates as a single unit to enhance the efficiency and effectiveness of the public sector, enabling it to serve as a driver for the political and economic modernization of the Jordanian state.
Nahar added that SPAC has completed Leadership Bylaw No. 7 for 2024, which governs the management of government leadership by adopting functional competencies in all government leadership processes. For the first time in Jordan’s legislative history, the bylaw introduces the concept of future leadership, aiming to support young leaders and empower competent employees to assume leadership roles at an early age.
Nahar emphasized the importance of these workshops in exploring experiences and exchanging expertise to benefit from them in drafting government leadership instructions, which the SPAC is currently working on. These instructions will establish the key features and general provisions for the journey of young leaders in the public sector. He also appreciated the ongoing support provided by SIGMA experts in several projects undertaken by SPAC.
For his part, Bandar Abu Tayeh, Executive Director of the SPAC’s Policies and Standards Department, noted that these workshops are rich in pioneering experiences and ideas. The department is keen to leverage these insights to develop instructions for future leadership and the management and evaluation of senior government leaders’ performance, as well as performance agreement models, through a collaborative approach with relevant stakeholders. These include graduates of the Fursa (opportunity) training program for future leaders and several experts from the public and private sectors.
The workshop, organized with the participation of the Public Sector Modernization Follow-up Unit at the Prime Ministry, the Institute of Public Administration, the Ministry of Planning and International Cooperation, and several experts from the public and private sectors, aims to review the experiences of Belgium and Estonia in managing government leadership.
Over two days, the workshop will present practical models and concepts related to future leadership management and the performance management of government leaders.
