Local Administration Ministry holds workshop on professionalizing gov’t procurement

Amman, Feb 19 (Petra) – The Ministry of Local Administration, in collaboration with the World Bank, organized a workshop on Wednesday on the “Professionalization of Work in Government Procurement.”

The workshop aimed to implement the professionalization strategy under the patronage of Minister of Local Administration and Chairman of the Procurement Policies Committee, Walid Masri.

Through this project, the Ministry seeks to enhance institutional performance, improve the efficiency and effectiveness of employees working in government procurement, and provide the necessary competencies and skills. The initiative also aims to transform procurement jobs into professions carried out by qualified and accredited specialists, as well as developing career pathways for professional promotion across several levels.

Participants discussed frameworks for determining the professional development pathway, aligning competencies across the public sector, and defining training reference points, training methods, and learning options.

The competency levels were also reviewed, ranging from beginner to intermediate, advanced, and expert levels, each requiring appropriate competency indicators.

Additionally, the workshop covered institutional arrangements for professionalizing procurement in a legislative context, specifying roles for the Service and Public Administration Commission (SPAC), the Institute of Public Administration (IPA), the Human Resources Department, the General Budget Department, the Government Procurement Department, the Government Tendering Department, the Procurement Policies Committee, the Public Procurement Unit, the Government Evaluation Center, and private-sector accredited evaluation centers.

The workshop clarified the role of the Procurement Policies Committee in the professionalization strategy, including discussing and approving the competency framework and strategy as well as approving regulations related to the professionalization of government procurement workers and evaluating indicators for the strategy.

The project targets employees in the procurement policies unit, procurement committee members, employees in central procurement departments, and oversight bodies.

The workshop was attended by several prominent figures, including SPAC Chairman Fayez Nahar; Director-General of the Government Tendering Department; Mahmoud Khalifat, Director-General of the Government Procurement Department Hanadi Nabulsi; IPA Director-General Seham Khwaldeh; World Bank Expert Badriya Belbeisi; and Majed Al-Bay’a, Director of Procurement for the Middle East and North Africa at the World Bank.
