Jordan Launches 2025–2028 Strategy for Management Consulting Sector

Amman, Aug. 17 (Petra) — Minister of Industry, Trade, and Supply Yarub Qudah said that building a strong Jordan means building a strong, resilient economy based on plans to upgrade and reform the foundations of the economy, led by the private sector as the real engine of growth in industry, tourism, trade, services, and other fields.

Speaking at the launch ceremony of the National Strategy for Jordan’s Management Consulting Sector 2025–2028 on Sunday, Qudah said clear, methodical strategies are needed to boost export capacity, open new markets, and develop more competitive products. He stressed that today’s challenge is no longer local only, but a struggle for presence in global markets that requires a clear vision and strong will.

He noted that entering these markets requires political and economic support and active, credible party life that contributes to national development beyond elections alone. He underlined the role of think tanks and national expertise as an essential part of decision-making.

Qudah said the importance of the management consulting sector lies in its role as a key tool to re-qualify the private sector and political parties and enable them to perform their true role in serving the nation. He added that Jordan’s consulting sector has helped build institutions across the region and now must reclaim and advance that role to meet present and future needs.

The new national strategy, he said, sets clear pillars to enable the sector to help build the national economy, strengthen Jordan’s position as a regional hub for consulting services, create high value-added jobs for youth, and turn regional challenges into real opportunities.

Launched by the Ministry of Industry, Trade, and Supply in partnership with the Jordan Chamber of Commerce, the strategy aims to increase the reliability and competitiveness of Jordanian consulting services locally, regionally, and globally; balance the business environment around the sector; and develop systems, legislation, and policies to support these goals.

It also provides for creating a national database for the sector and its sub-specialties to underpin future planning, decision-making, and performance measurement, including the sector’s contribution to GDP and economic growth.

The implementation plan focuses on three objectives for the next phase: building and continuously updating a qualitative sector database, developing the legislative framework, and supporting competitiveness and growth opportunities for firms in local, regional, and global markets, all within clear timelines and performance indicators subject to annual review.

Chairman of the Jordan Chamber of Commerce, Khalil Haj Tawfiq, said the strategy is a comprehensive roadmap to enhance the role of this vital sector as a pillar of the national economy, stimulate sustainable growth, and raise Jordan’s competitiveness regionally and internationally.

He said management consulting is central to improving the business environment by channeling expertise and knowledge, building qualified national talent, and fostering a flexible work environment that promotes excellence and innovation and offers equal opportunities.

He highlighted the strategy’s focus on key pillars, including updating relevant legal and regulatory frameworks, strengthening public-private partnerships, providing an enabling ecosystem for digital transformation and innovation, aligning with global shifts toward knowledge and value-added services, and empowering youth to lead the sector.

He added that tightly designed implementation plans with a clear timetable and annual reviews will assess progress and address challenges to sustain tangible results. Success, he stressed, depends on close government-private cooperation that turns goals into practical projects, improves the business climate, and enhances Jordan’s economic standing.

Chair of the Management Consulting Sector Steering Committee at the Jordan Chamber of Commerce, Jamal Rifai, said consulting is the backbone of administrative development that shapes growth strategies. He described the strategy as a commitment to elevate the sector to spur investment, raise productivity, develop local capabilities, strengthen the business environment, and open new markets for consulting firms.
