Jordan Marks International Ozone Day with Progress Under Montreal Protocol

Amman, Sept. 16 (Petra) — Jordan reaffirmed its international commitment to protecting the ozone layer on the occasion of the International Day for the Preservation of the Ozone Layer, highlighting significant progress achieved under the Vienna Convention and the Montreal Protocol.

The Ministry of Environment said the Kingdom continues to implement technical and legislative measures, backed by international support, as part of a clear national strategy to phase out ozone-depleting substances, enhance regulatory oversight, and provide technical and training assistance across relevant sectors.

Ministry spokesperson Shorouq Abu Taleb noted that Jordan has advanced in carrying out the first and second phases of its national ozone management strategy, supported by the Montreal Multilateral Fund. She pointed to Jordan’s complete phase-out of CFCs in 2007 and methyl bromide in 2015, as well as progress in reducing HCFCs, with the third phase of the management plan (2024–2030) now underway to eliminate their use entirely.

The ministry has also strengthened monitoring by activating a National Ozone Unit and introducing electronic licensing and pre-approval systems through ASYCUDA, which support compliance and help curb smuggling. In addition, it has partnered with UNIDO, the World Bank, and local industry to phase out harmful refrigerants and transition to safe alternatives.

Former Environment Secretary-General Ahmed Al-Qatameen described the Montreal Protocol as a model of international cooperation, noting its role in accelerating ozone recovery and its connection to climate action, especially through the Kigali Amendment addressing HFCs.

Civil society has also played a vital role. Omar Al-Shoushan, President of the Jordan Environmental Societies Union, said local organizations contribute to awareness campaigns and support national compliance efforts, reinforcing Jordan’s leadership in environmental protection.

Jordan’s achievements, the ministry stressed, demonstrate the country’s commitment to international environmental agreements and position it as a regional model for sustainability.
