PM meets Secretaries-General of Ministries, exhorts them to assume responsibilities

Amman, August 21 (Petra)– Prime Minister Jaafar Hassan called on the Secretaries-General of Ministries to take charge of their duties at this point by spearheading planning and execution activities and making sure that their departmental budgets and initiatives align with economic modernization priorities, thereby making a significant and palpable difference on the ground.

The Prime Minister emphasized the need of concentrating on projects and managing them well in order to see them through to completion during his meeting with the Secretaries-General of Ministries, on Thursday, in the presence of the ministers.

He pointed out that numerous projects that had been languishing for years in several service sectors were finished in a matter of months, demonstrating that the availability of financial resources does not stand in the way of success.

The Prime Minister pointed out that the Secretary-General’s capacity to carry out mandates with exceptional skill and efficiency is essential to any ministry’s success. Since the satisfaction of citizens, investors, and service recipients is the ultimate criterion for evaluating the effectiveness and performance of ministries and government institutions, he underlined the importance of finding answers to the problems that citizens face and working swiftly and efficiently to deliver the services they require.

He noted that the timing of this conference is ideal, since it takes place before the government’s executive program for the upcoming years is prepared. Sessions of this program will be held at the Prime Ministry the following week. In order for everyone to collaborate on the preparation and execution of this program, he stated that it will be founded on the idea of economic modernization in addition to initiatives to modernize administration.

“We are all responsible and accountable for implementing this program,” the prime minister said, emphasizing that the Economic Modernization Vision is the Jordanian state’s plan for the upcoming years and that His Majesty King Abdullah II has instructed the Royal Hashemite Court to work with the government to ensure the success of the program’s implementation.

In this context, he emphasized the function of the Prime Ministry’s Monitoring and Evaluation Unit, which keeps a close eye on and thoroughly assesses the work of all initiatives associated with the Public Sector Modernization Program and the Economic Modernization Vision. He underlined the importance of this unit’s work and the need for ongoing collaboration in order to assure progress and conduct evaluations.

According to the Prime Minister, the Secretaries-General are “the pillars of administrative modernization,” and their function is crucial to the accomplishment of administrative modernization initiatives. In order to facilitate services for citizens, he pointed out that their efforts must be directed toward creating institutional standards inside ministries, emphasizing efficiency, enhancing performance, and fortifying institutional culture.

He underlined the necessity of using mystery shoppers (disguised evaluator) in the upcoming phase to assess the performance of different industries and institutions as well as the evolution of their service standards. He also underlined the importance of building and managing data and information within ministries for analysis, work facilitation, and connecting them, as well as assisting the digital transformation effort.

In addition, he underlined the necessity of collaboration and coordination across ministries and institutions, as well as the establishment of a precise implementation mechanism for projects and programs within predetermined timelines and regular follow-up on their completion.

Noting that many of the issues he saw during his field trips call for straightforward interventions to stop them from getting worse, he also underlined the necessity for secretaries-general to get involved in the field in order to solve problems before they become more serious.

He continued: “We need field leaders who communicate with citizens, understand what is required, take the necessary measures to resolve the problems they raise, and contribute to improving services for citizens.”

In order to ensure the continuity, sustainability, and success of the modernization visions in the upcoming years, the Prime Minister underlined the government’s commitment to enabling and assisting the Secretaries-General in carrying out their mandated duties. Based on a thorough evaluation system at multiple levels that will be implemented transparently, he stated that the government is thinking of giving some powers to executive departments and some to the Secretaries-General in order to improve their capacity for making decisions more quickly.

Numerous Secretaries-General discussed their ministries’ ideas to modernization and development, boosting performance, streamlining processes, and enhancing services for citizens throughout the lengthy discussion that took place during the meeting. As a result, ministries and institutions will be better equipped to meet the objectives and priorities linked to the modernization aspirations.
