Amman, November 24 (Petra) — Minister of State for Public Sector Development Badriya Balbisi launched on Monday the second executive programme for the Public Sector Modernisation Roadmap (2026–2029) under the slogan “A Launch Towards Achieving Impact.”

In the presence of ministers, secretaries-general, directors general and prominent figures, Balbisi said that the event reaffirms that modernisation is a shared responsibility, and its success requires the integration of knowledge, expertise and institutional cooperation.

She added that modernisation cannot be realised without the contribution of all stakeholders, nor can it produce tangible results without open dialogue among partners in the national system.

Balbisi noted that the government had launched the first executive programme of its administrative modernisation vision in the previous phase, achieving tangible progress across all components of the modernisation roadmap.

The progress, she said, is reflected in improved international performance indicators, demonstrating that the first phase successfully laid the foundation for sustainable and measurable administrative development.

She added that the government is now moving from the foundational phase to one focused on implementation and impact, presenting a significant opportunity to enhance public sector efficiency, improve services, empower institutions and deliver the results Jordanians expect.

Among the key features of the upcoming phase, Balbisi highlighted its alignment with economic modernisation, its expanded scope to include municipalities, the introduction of a component for change management and communication and an emphasis on institutional readiness to adopt modernisation principles.

She added that the new phase would focus on spending efficiency, given its importance for reducing costs for citizens and the government.

She said that the workshops launched covering government services and procedures, data and emerging technologies represent an important milestone.

She added that the workshops are platforms for dialogue, prioritisation of projects and creating collaborative workspaces among government institutions, the private sector and experts.

Secretary-General of the Ministry of Digital Economy Samira Zoubi, in turn, said the next phase is guided by a clear framework reflecting the government’s commitment to accelerating administrative modernisation and improving institutional performance.

The goal, she noted, is to provide high-quality services that meet Jordanians’ aspirations and align with Royal directives, which emphasise service development, streamlined procedures and enhanced efficiency ultimately strengthening public trust in state institutions.

Zoubi added that the Royal directives form the foundation for implementing the second executive programme, stressing the importance of integrating the Data and Emerging Technologies component alongside Government Services and Procedures.

She explained that modern service development now depends not only on improving processes but on harnessing quality data, artificial intelligence and advanced analytics to support knowledge-based decision-making and improve the efficiency and effectiveness of government operations.

She emphasised that the approach aligns with the national vision of leveraging technology for knowledge development, led by His Royal Highness Crown Prince Al Hussein bin Abdullah II through his oversight of National Council for Future Technology projects.

This, she said, strengthens Jordan’s readiness for emerging technologies and enhances its ability to adopt innovative solutions that turn challenges into opportunities.

Zoubi and Salim Salameh, Director of the Digital Transformation Unit at the Prime Ministry, reviewed the current status of the Government Services and Procedures component within the modernisation roadmap, the strategic objectives of the second executive programme and the key achievements of the first phase.

They noted that a common set of definitions has been established to unify concepts within the programme.

They explained that the strategic objectives of the Government Services and Procedures component focus on enhancing service quality and system efficiency to increase people’s satisfaction, while the objectives of the Data and Emerging Technologies component aim to build advanced digital capabilities that support innovation and proactive government operations.

Key projects for both components have been identified and aligned with their respective objectives.

At the conclusion of the meeting, participants discussed observations, suggestions and potential projects for inclusion in the next phase of the Public Sector Modernisation Roadmap.
