Amman, July 13 (Petra) – The Cabinet on Sunday signed off the rationale for the draft bylaw of the Scientific Research and Innovation Support Fund for 2025, which will be sent to the Legislation and Opinion Bureau for approval.

The draft bylaw aligns with efforts to modernise the public sector and supports its evolving needs, following the issuance of Law No. 6 of 2025, which amends Law No. 6 of 2025 concerning the restructuring of government institutions and departments.

Article 7 of the bylaw stipulates that the Scientific Research and Innovation Support Fund, established within the Ministry of Higher Education and Scientific Research, will be transferred to the Higher Council for Science and Technology.

The Fund will be considered the legal and de facto successor of the council.

The amendment provides the legal framework necessary for transferring the Fund’s affiliation from the Ministry of Higher Education and Scientific Research to the Higher Council for Science and Technology.

Additionally, the Cabinet approved an amended bylaw for the Buildings and Planning Regulations in the City of Amman for 2025.

Under the amendment, buildings constructed in 2025 will be eligible for reductions in unpaid fees under the Buildings and Planning Regulations, including violation fees specified in Paragraph (b) of Article (72).

The measure aims to promote fairness and equality among building owners and ease the financial burden of fines.

The Cabinet approved applying the provisions of the 2017 Instructions for the Electronic Tracking System for Government Vehicles and Machinery to vehicles owned by the Ministry of Agriculture used for transporting untreated organic fertiliser.

The decision seeks to protect public health and the environment by regulating the transport of untreated organic fertiliser, ensuring it is conducted according to best practices to prevent environmental damage.
