Amman, January 14 (Petra) – The Lower House’s Legal Committee on Wednesday endorsed a draft amendment to the Notary Public Law of 2025, after incorporating the necessary modifications.

During a session, attended by Justice Minister Bassam Talhouni, Minister of Political and Parliamentary Affairs, Abdul Moneim Aloudat, and Secretary-General of the Ministry of Justice for Judicial Affairs, Walid Kanakrieh, lawmakers passed the draft law after a review of its articles to avoid any legal loopholes and verify implementation and follow-up mechanisms.

The rationale behind the amendment is to keep pace with the rapid development in information technology and the potential of applying it in notary public procedures, thereby helping to improve the quality of public services, expediting their completion, and enhancing them, in line with the government’s modernization plans, said head of the committee, MP Aref Saideh.

The draft law, he said, aims to authorize and regulate the use of electronic means in notary public transactions, granting them the same legal validity as paper-based transactions.

It also aims to establish a Notary Public Department and unify the supervisory, administrative, and oversight authority within the organizational structure of the Ministry of Justice, he added.

Committee members said the approval of the amended draft law is “a qualitative leap” in the level of public service, contributing to a reduction in forgery cases, expediting transactions, and strengthening the justice system.

They pointed out that the amended draft includes “innovative” legislative ideas, most notably unifying the supervisory and oversight authority for notaries public by integrating them into the organizational structure of the Ministry of Justice. This enhances administrative and institutional oversight of their work, they added.
