Khartoum, April 5, 2026 (SUNA) — Undersecretary of the Ministry of Finance Abdullah Ibrahim reaffirmed the ministry’s commitment to mobilizing resources and prioritizing spending, especially to meet the needs of the Battle of Dignity and support war efforts. He noted lessons from the war emphasizing self-reliance and emergency budgeting to protect Sudan’s economy. The ministry has fully relocated from Port Sudan to Khartoum after ensuring secure network connectivity to maintain financial and economic operations. Addressing ministry staff, Ibrahim issued a package of performance-enhancing measures, including enforcing civil service laws, strengthening administrative controls, developing staff capacities, and forming an evaluation committee to enable staff rotation. He announced the drafting of a new Public Finance Act to establish the framework for public finance management, including responsibilities, budgeting, accounting, and internal auditing. He described it as unprecedented for the ministry, which has operated under the 1977 Financial Procedures Law, amended in 2011. Ibrahim also highlighted revenue increases under the new electronic collection and payment system, “Esali”, praising the African Development Bank for recognizing Sudan’s self-reliant development of the system.
