International Security Officials Meeting Concludes in Moscow with Sudan’s Participation

Moscow, May 29, 2026 (SUNA) – Director-General of the General Intelligence Service, General Ahmed Ibrahim Mofaddal, headed Sudan’s delegation to the International Meeting of High Representatives for Security Issues, which concluded in the Russian capital Moscow after bringing together representatives from 145 countries and a number of relevant organizations and bodies from May 26 to 29. Sudan’s Ambassador to the Russian Federation, Mohamed Al-Ghazali Siraj, told the Sudan News Agency (SUNA) that the conference represented a major gathering of security and intelligence leaders from around the world to exchange views on current international challenges and the most effective ways to address them.  He described Sudan’s participation as distinguished in terms of the intensity of the agenda and the substance of meetings held by the Director-General of the General Intelligence Service, adding that the conference provided an important opportunity to brief international security officials and participants on the latest developments in Sudan and the regional and international dimensions affecting the Sudanese crisis. In his address to the conference, General Mofaddal said foreign interference under a unipolar international system that disregards the fundamental principles guiding international relations had created imbalance and instability, encouraging certain countries to pursue hostile policies, sanctions, and double standards while ignoring violations committed against Sudan in clear breach of international law, humanitarian law, and the principle of non-interference in internal affairs. He said these practices had contributed to atrocities, crimes, and prolonging the war. Ambassador Al-Ghazali added that Mofaddal’s speech also addressed the consequences of impunity and the continued violations committed by the rebel Rapid Support Forces (RSF) militia, including the recruitment of mercenaries from more than 17 countries, warning that such activities pose a threat to regional and international security. He further described the intelligence chief’s remarks as a precise and in-depth analysis of the current international order and the imbalance caused by unipolar practices and the use of coercive tools to advance narrow interests, resulting in wars, conflicts over resources and influence, displacement, poverty, and instability. The ambassador said the speech also presented constructive proposals to address structural imbalances in the international system, including reform of the United Nations and adoption of a multipolar international order capable of supporting vulnerable peoples and establishing balanced relations among states based on sovereignty and mutual interests without interference in internal affairs. Ambassador Al-Ghazali noted that the visit also provided an opportunity for multiple meetings with Russian security officials to discuss frameworks for bilateral cooperation and coordination on security matters, as well as consultations on current regional and international developments. He added that General Mofaddal held several bilateral meetings with heads of participating delegations focusing on exchanging views regarding regional and international challenges and strengthening bilateral relations with Sudan. The visit also gave momentum to bilateral files between Sudan and Russia through meetings with the Russian Deputy Foreign Minister, Deputy Defense Minister, and Chairman of the Foreign Affairs Committee of the Russian State Duma. These meetings provided an opportunity to present detailed briefings on the situation in Sudan, the government’s vision for achieving peace, and efforts to address internal challenges and external dimensions affecting the Sudanese crisis. The meetings further underscored the importance of strengthening and expanding bilateral relations in political, economic, security, and military fields. According to Ambassador Al-Ghazali, the Russian side responded positively to the proposals presented by General Mofaddal and reaffirmed its desire to deepen bilateral relations, continue supporting Sudan during the current crisis, maintain dialogue through upcoming bilateral and multilateral events, and oppose any attempts to undermine Sudan’s unity and sovereignty.BH/BH
