Amman, July 28 (Petra) – The Vocational Training Corporation (VTC) on
Tuesday graduated the second cohort of a Jordanian-German project
designed to prepare young Jordanians for dual vocational training in
Germany’s skilled trades sector.

Under the Partnerships for Development-Oriented Vocational Training
and Labour Migration (PAM) project, 55 participants have secured
vocational training contracts with German companies, 32 have traveled
to Germany to begin training, and about 20 are completing visa
procedures, said VTC Director General Raafat Sawafin.

Sawafin added that 430 men and women from the first two cohorts had
joined the project, including 91 who passed the B1 German-language
examination. The project has also equipped five German-language
laboratories and classrooms across Jordan’s three regions.

As for its scope, the program targets Jordanians aged 18–33 and
prepares them for dual vocational training programs in Germany
lasting three to three-and-a-half years. The Jordan component runs
from November 1, 2024, through 2027, added Sawafin.

During the second quarter of 2026, the project received a “large”
number of applications for its intermediate track and completed the
screening and interview process in cooperation with the Princess
Taghrid Institute for Development and Training, he noted.

Talking at the graduation ceremony, Ministry of Labor
Secretary-General Abdul Halim Dujan said the project provides
participants with structured access to vocational training and
employment opportunities in Germany.

The project is implemented by the German development agency GIZ on
behalf of the Federal Ministry for Economic Cooperation and
Development (BMZ), in partnership with the German Confederation of
Skilled Crafts (ZDH), the Ministry of Labor, and VTC, added Dujan.

In turn, German Embassy Development Cooperation Representative Laura
Schnitler said the project provides a legal and organized pathway
that supports participants while helping address demand for skilled
workers.

Representatives of the German Embassy, GIZ, German Jordanian
University, the Princess Taghrid Institute, and Goethe-Institut
Jordan attended the graduation ceremony.
