
Amman, Oct. 20 (Petra) – The Constitutional Court concluded a regional symposium on Monday, examining the institutional frameworks and operational standards for constitutional courts and councils. The event was organized in cooperation with the Rule of Law Program in the Middle East and North Africa – Konrad Adenauer Foundation.
Sessions focused on the interpretation of constitutions, limits and controls of constitutional authority, electoral dispute jurisdiction, appointment mechanisms for court members, immunities, and the courts’ general jurisdiction. Participants emphasized that constitutional interpretation must treat texts as an integrated “constitutional bloc,” guided by established principles, and distinct from ordinary legislative interpretation.
The symposium highlighted that constitutional courts’ role in electoral processes should be limited to validating results and adjudicating challenges, without involvement in regulatory or administrative stages, to respect the principle of separation of powers.
Participants called for strengthening appointment mechanisms and immunities to protect court independence, granting full authority over administrative, financial, and technical affairs. They encouraged sharing best practices regionally and integrating digital justice tools and artificial intelligence to enhance constitutional adjudication.
The symposium concluded with recommendations to expand the courts’ jurisdiction in adjudicating constitutional disputes, evaluating international agreements, resolving inter-authority conflicts, and applying federal laws in federal states. Participants also urged continuous comparative studies to enhance the effectiveness of constitutional courts in safeguarding rights, freedoms, and constitutional principles.
