Amman, Oct. 20 (Petra) – Jordan and Syria signed a memorandum of understanding (MoU) on Monday to strengthen cooperation in public sector capacity building and human resource development.

The agreement was signed by Minister of State for Public Sector Development and Chair of the Institute of Public Administration’s (IPA) Board of Trustees, Badria Balbisi, and Syrian Minister of Administrative Development Mohammad Skaf.

The MoU aims to enhance collaboration in leadership development, exchange of expertise, and strengthening the administrative and technical capabilities of Syrian public sector employees, in line with Syria’s institutional transformation and modernization priorities.

The signing took place following a visit by the Syrian delegation to the IPA, where they were briefed on Jordan’s experience in human resource development and its role in modernizing the public sector.

IPA Director General Siham Khawaldeh highlighted the Institute’s initiatives in developing human capital, implementing advanced training programs, and promoting institutional efficiency. She noted that the IPA organizes digital transformation workshops, leadership programs through the Government Leadership Center, and incentive-based initiatives to encourage innovation, with 50 percent of participants in leadership programs being women.

Khawaldeh also reviewed the Institute’s partnerships with regional and international institutions to exchange expertise and transfer global best practices in public administration.

The delegation praised the IPA’s contributions to enhancing public sector performance in Jordan and expressed interest in adopting similar programs to strengthen Syrian institutions.
