Amman, June 11 (Petra) — The proposed Arbitration Law of 2026 is
expected to strengthen the legal and investment landscape through the
establishment of a dedicated international arbitration center
designed to position the Kingdom as a regional hub for commercial and
investment dispute resolution, Minister of Justice Bassam Talhouni
said.

The draft legislation, which was recently approved by the Cabinet
with its justifications, forms part of broader efforts to modernize
the justice sector and align legal frameworks with the objectives of
the Economic Modernization Vision.

Talhouni said the law provides for the creation of the Jordan
International Arbitration Center as an independent institution with
legal personality and financial and administrative autonomy, enabling
it to operate according to internationally recognized standards and
practices.

The center is expected to provide a specialized institutional
framework for handling arbitration cases and resolving commercial and
investment disputes in a more efficient and flexible manner.

According to the minister, the initiative will offer investors and
businesses alternative dispute resolution mechanisms that can
accelerate proceedings and improve the overall efficiency of legal
processes.

He noted that the center will rely on qualified Jordanian arbitration
professionals and legal experts, helping to strengthen national
expertise while delivering services that meet international
benchmarks.

Talhouni said the establishment of the center would contribute to
enhancing confidence in the investment environment and improving the
Kingdom’s competitiveness as a destination for regional and
international business activity.

The proposed legislation also reflects efforts to keep pace with
global developments in international commercial arbitration and to
create a modern legal infrastructure capable of responding to the
evolving needs of investors.

He added that the presence of a specialized international arbitration
center is expected to attract regional and international cases,
reinforcing the Kingdom’s role as a center for arbitration services
and dispute resolution.

The minister emphasized that the Ministry of Justice will continue
advancing legislative reforms and introducing modern legal solutions
aimed at facilitating business activity and improving access to
efficient justice mechanisms.

Talhouni described the project as a strategic addition to the legal
and economic framework, with the potential to support investment
growth, strengthen investor confidence and enhance the Kingdom’s
standing within the regional business environment.
