Amman, August 30 (Petra) – The Cabinet approved establishing a steel
pipe and insulation factory as part of the preparations to begin
implementing the National Water Carrier Project.

The establishment of the factory represents a significant practical
step toward implementing the project. Fifty per cent of its pipe
production will be allocated to the National Water Carrier Project.
The remaining production will be used to supply future water and gas
pipeline projects.

The factory will be established with a capital of JD120 million and
is expected to create approximately 420 jobs.

It will comprise two sections: one for manufacturing steel pipes and
another for insulation and protection. This will enable the
production of high-quality pipes in accordance with international
standards, ensuring their durability and long service life.

A memorandum of understanding will be signed between the National
Water Carrier Project Company, the project’s consortium of companies
and the Perma-Wilspoon consortium.

To facilitate the establishment of the factory, the government will
provide the necessary support for its construction and registration,
including issuing permits and licenses, expediting customs procedures
and connecting the facility to public utilities.

The factory will serve as a hub for supplying high-specification,
Jordanian-made steel pipes for future local and international
projects.

The initiative reflects the government’s commitment to stimulating
the industrial sector, activating strategic international economic
partnerships, attracting investment, creating job opportunities and
enhancing Jordanian skills and expertise, in line with the objectives
of the Economic Modernisation Vision.

Organ Donation Service Added to Sanad
The Cabinet approved adding an organ donation service to the Sanad
application to encourage and facilitate organ donation.

The service will allow Jordanians to digitally register their
willingness to donate organs, expanding the scope of digital services
and facilitating a process that can contribute to saving lives.

Through the Sanad application, users will be able to access the organ
donation option, review the relevant information and confirm their
willingness to donate.

The declaration will then be registered in accordance with approved
procedures and reflected in the relevant information in the family
record.

The service seeks to leverage digital transformation for humanitarian
purposes by enabling Jordanians to make and register organ donation
decisions easily and clearly, benefiting people in need of organ
transplants.

The addition of the service reflects a broader approach to digital
government services, using technology to support humanitarian choices
while enhancing accessibility and simplifying registration
procedures.

Population and Housing Census to Begin October 1
The Cabinet set October 1 as the starting date for the 2026 General
Population and Housing Census, which will continue until October 31.

The census represents a major national undertaking aimed at providing
an updated, comprehensive and accurate picture of population and
housing data across the Kingdom.

The data will serve as a basis for planning, policymaking and
decision-making.

According to a plan prepared by the Department of Statistics, the
census will begin with a three-day online self-enumeration phase.

An electronic link will be sent through the Sanad application to
individuals who have previously expressed their willingness to
complete their data themselves and provided the Department of
Statistics with their telephone numbers for this purpose.

The link will enable users to complete their family and residence
data electronically in a systematic manner.

Following the self-enumeration phase, field enumeration will begin,
with census personnel and field researchers visiting households and
residences across the Kingdom.

Approximately 12,000 staff are expected to participate in the
fieldwork, including employees of the Department of Statistics,
teachers from the Ministry of Education and Human Resources
Development and personnel from other institutions involved in the
census.

The census is intended to provide more than a population count,
offering a comprehensive picture of Jordanian society and generating
data to help government institutions identify actual needs and plan
services and projects more accurately, particularly in the education,
health, housing, transport, infrastructure and public services
sectors.

The Department of Statistics is preparing to conduct the census using
a modern system based on digital technologies and systems, supported
by trained field personnel.

The system is expected to improve the efficiency and accuracy of data
collection and accelerate data processing, contributing to
statistical results that accurately reflect conditions across the
Kingdom.

The department stated that reliable data offered by Jordanians is
essential for effective planning and decision-making.

The census will cover all residents and dwellings in the Kingdom,
including citizens and residents.

Those who have registered for self-enumeration are encouraged to use
the service and cooperate with field researchers during the field
phase. Researchers will verify their identities using statistical
identification cards containing electronic codes, which they will
carry during household visits.

All information provided by citizens and residents will be treated
with the utmost confidentiality.

Administrative Organisation Bylaw Approved for Chief Justice
Department
The Cabinet approved the Administrative Organisation Bylaw for the
Department of the Chief Justice for 2026.

The bylaw forms part of efforts to modernise and develop the
department’s institutions, improve the justice system and implement
government directives on public sector modernisation and the
requirements of the National Digital Transformation Strategy.

It is intended to enhance the department’s readiness to meet the
evolving needs of Sharia courts.

The bylaw constitutes one of the main pillars for implementing the
Chief Justice Department’s strategy, which seeks to enhance Sharia
and judicial services, develop institutional capacities and
strengthen digital transformation and governance.

It is expected to help improve the quality of services provided to
Jordanians, enhance institutional efficiency and ensure that the
department keeps pace with current and future requirements.

Petra Authority Administrative Bylaw Approved

The Cabinet approved the Administrative Organisation Bylaw for the
Petra Development and Tourism Region Authority for 2026.

The bylaw aims to develop the authority’s organisational and
administrative procedures, enhance institutional performance and
strengthen the principles of governance, transparency and
accountability.

It seeks to ensure the optimal use of human, financial and
technological resources by distributing tasks and responsibilities in
a manner that promotes efficiency and effectiveness.

The bylaw will contribute to modernising administrative procedures
and improving the authority’s efficiency in serving Petra, one of the
Kingdom’s most prominent tourist destinations and a UNESCO World
Heritage Site.

Petra is a major contributor to the national economy and a
significant source of visitors and investment, requiring a modern and
flexible administrative framework capable of keeping pace with the
demands of sustainable tourism development and improving the quality
of services provided to visitors.

The bylaw is expected to enhance coordination and integration among
the authority’s various organisational units, improve institutional
performance and strengthen Petra’s competitiveness as a global
tourist destination.
