APSR Issues Two Regulations for Management of Risks in Electricity, Water Sector

Muscat, 8 Mar 2026 (ONA) — The Authority for Public
Services Regulation (APSR) recently issued two regulations: The first regulation deals with the management of risks and ensuring the regular flow of services in the electricity and water
sector, while the second deals with the management of risks and ensuring the regular flow of services
in the water and sanitation sector.

The regulations aim to enhance the
ability of licensees to cope with potential risks and ensure their ability to
provide regular services in the fields of electricity, water and sanitation
services at high rates of efficiency under different circumstances, including
emergencies, natural disasters, cyber threats and operational failures.

The most prominent terms provide for
obliging the licensees to prepare an integrated system for risk management and ensuring
the regular flow of services within a period not exceeding six months from the
date of implementation of the regulations.

According to the regulations, the licensees are required to
develop comprehensive plans for dealing with risks, testing the plans and
updating them periodically, in addition to submitting annual reports to the APSR that
include risk assessments and the results and updates of related practices.
