Amman, Aug. 20 (Petra) — The Greater Amman Municipality (GAM) has
approved instructions regulating the sale and trading of
horticultural products outside the Amman Central Market for
Vegetables and Fruits and the municipality’s approved electronic
platform. It also approved criteria and conditions for exempting
perishable horticultural products and those intended for food
processing from the requirement to be sold inside the central market,
under the Greater Amman Municipality Wholesale Horticultural Products
Markets Regulation No. (20) of 2025.

In a statement on Thursday, the municipality said the instructions
regulate the sale, purchase, storage, transportation and trading of
horticultural products within its boundaries. They prohibit the sale
or trading of any horticultural product unless it is properly
supplied through the central market or the approved electronic
platform. Sellers are also required to obtain official release
documents, shipping records and storage documents and present them
upon request to the municipality’s competent regulatory authorities.

The instructions also regulate the storage of horticultural products
and subject vehicles and facilities handling such products to
inspection and oversight procedures to verify the sources and
quantities of products and their compliance with official documents.

Under the approved criteria, perishable horticultural products and
those intended for food processing may be exempted from the
requirement to be sold inside the central market. The exemption
applies only to products identified by the committee and is granted
upon a written request from the beneficiary, supported by documents
confirming the nature of the product or its allocation for food
processing. The quantities, duration and beneficiary must also be
specified.

The municipality said exemptions are granted for a specified period
and limited to the purpose for which they were issued. Beneficiaries
remain subject to inspection, oversight and follow-up, while exempted
quantities must be recorded in official registers maintained by the
Central Market Department.

The criteria allow the committee to cancel an exemption if its
conditions are violated or it is misused. An exemption does not waive
fees prescribed under the regulation, and beneficiaries are required
to provide periodic data and reports on quantities marketed outside
the central market.

The municipality said the instructions aim to strengthen oversight of
horticultural product trading within its boundaries, regulate their
sale, purchase and storage, and verify their quantities and movement.
They also seek to document the movement of horticultural products
through approved channels, promote compliance with applicable
legislation, regulations and instructions, help reduce undocumented
trading, and regulate the movement of products throughout the
different stages of trading.
