“Istanbul Declaration” Affirms Firm Standing with Sudanese People in Relief, Reconstruction, Rebuilding Phases

Istanbul, 29 January 2026 (SUNA) — The Islamic Dawa Organization, in cooperation with the Turkish Humanitarian Relief Foundation (IHH) and the Endowment of Islamic Scholars (Waqf Ulama’a Al-Islam), held a consultative forum aimed at mobilizing support and advocacy for the Sudanese people, in response to the war, widespread destruction, and the severe humanitarian repercussions facing the country.The forum underscored the urgent need to enhance cooperation and coordination among humanitarian organizations and institutions to improve support and assistance to those affected.The opening session, held under the slogan “Together to Enhance Humanitarian Partnerships to Support Sudan,” was addressed by the Secretary-General of the Islamic Dawa Organization Dr. Ahmed Mohamed Adam, and Chairman of its Board of Directors Dr. Osman Boukaji, Sheikh Dr. Essam Ahmed Al-Bashir, Sudanese Consul General Ambassador Osama Mahjoub, and a representative of IHH. The session was attended by a number of scholars, thinkers, and officials involved in humanitarian work, all of whom affirmed their solidarity and full support for the Sudanese people. Participants in the forum, hosted by the Endowment of Islamic Scholars in Istanbul, discussed several papers and reports addressing the humanitarian situation in Sudan, programmes to support those affected by the war, and mechanisms to facilitate voluntary return. At the conclusion of the deliberations, participants issued the “Istanbul Declaration,” affirming their firm standing with the Sudanese people during the relief, reconstruction, and rebuilding phases.The declaration committed participants to mobilizing material and human resources to support displaced persons (IDPs) in camps inside Sudan and refugees in neighbouring countries. It emphasized the need to develop effective mechanisms to respond to the challenges of voluntary return and to strengthen the capacities of affected communities.The declaration further highlighted the importance of utilizing media tools to convey the scale of the Sudanese humanitarian tragedy and to strengthen advocacy efforts in international forums. It commended ongoing Sudanese and international humanitarian initiatives and called for increased relief and development support.Participants expressed appreciation for the efforts of Sudanese organizations and civil society, stressing the importance of partnership and coordination with them. It was agreed to establish a permanent mechanism for consultation and coordination on Sudan and to enhance the role of the humanitarian alliance formed in April 2024.The forum also agreed to organize an international conference to support Sudan during the first half of 2026, emphasizing the need for thorough preparation, unified efforts, and coordinated initiatives. The General Secretariat of the Islamic Dawa Organization was tasked with preparing a comprehensive report on the forum’s outcomes and circulating it to participants.The declaration concluded by extending thanks to the Islamic Dawa Organization, IHH, the Endowment of Islamic Scholars, all participants, as well as the Government of the Republic of Turkey and civil society organizations for their significant humanitarian efforts in support of Sudan.AS/BH
