During this meeting between the Spanish Minister of Science, Innovation and Universities, Diana Morant Ripoll, and Moroccan Minister of Higher Education, Scientific Research and Innovation, Abdellatif Miraoui, in the presence of Moroccan Ambassador to Spain Karima Benyaich, the two parties expressed their commitment to further strengthening bilateral relations in the field of higher education, research and innovation.

During the meeting, the two ministers underscored the strategic significance of bilateral relations, aligning with the commitments outlined in the Treaty of Friendship, Good Neighborliness, and Cooperation, as well as within the framework of the enhanced political dialogue initiated by the Roadmap dated 7th April 2022.

Both parties agreed to boost their bilateral relations, especially in the areas of science, innovation, and higher education, during the 12th High-Level Meeting (HLM) between Morocco and Spain held in Rabat on February 2, 2023.

Concluding the meeting, a joint communiqué was signed by the two ministers, establishing a joint commission to oversee the implementation of the terms set forth in the Memorandum of Understanding (MoU) on Research and Development. This MoU was finalized during the 12th High-Level Meeting.
