Amman, July 26 (Petra) – The creation of the Ministry of Education
and Human Resource Development marks a “major institutional overhaul”
in Jordan’s education governance, according to ministry spokesperson
Mahmoud Hiyasat on Sunday.

The new ministry establishes a single institutional umbrella for all
learning levels, from early childhood through higher education and
vocational training, Hiyasat told Petra. The overhaul consolidates
policy planning to better align graduates with national economic
priorities and global standards.

Under the new model, the ministry will focus on high-level
policy-making, strategic planning, digital transformation, data
management, and quality control. Meanwhile, local education
directorates will receive expanded decision-making power to respond
faster to field and school needs.

Hiyasat said that universities and higher education institutions will
retain their academic, administrative, and financial autonomy under
applicable laws, ensuring they continue their specialized roles while
fitting into the broader national strategy.

Under the new structure, three secretary-generals will oversee
student affairs, academic support, and strategic technology.
Operations will run through 10 general directorates, while regional
offices are being consolidated to better match local student density
and administrative demand.

“Proximity to the field is not measured by the number of
directorates, but by clear authority, quick decision-making, and
responsiveness,” Hiyasat said, addressing concerns about
centralization. He added that the reorganization will not result in
layoffs; instead, personnel will be redistributed to maximize
efficiency and professional growth.

The transition will be implemented in phases to ensure uninterrupted
educational services.
