National E-Commerce Plan Reaches 86.7% Completion by 2025Muscat, 8 Aug 2026 (ONA) — The Sultanate of Oman, represented by the Ministry of Commerce, Industry and Investment Promotion (MoCIIP), has reinforced its e-commerce ecosystem via the implementation of a comprehensive package of legislative, regulatory and technical initiatives. These efforts increased the completion rate of the National E-Commerce Plan 2022–2027 to 86.7% by 2025, following the completion of 26 out of 30 initiatives.The achievements form part of the Sultanate of Oman’s efforts to develop the digital business environment, establish key enablers for the growth of e-commerce and enhance the competitiveness of the country’s economy in line with Oman Vision 2040.The integrated e-commerce ecosystem is built on updating legislation, advancing digital services, improving the efficiency of electronic payment systems, enhancing logistics services and raising awareness of e-commerce. These efforts provide a business environment that is better prepared to embrace digital transformation while supporting the growth of small and medium-sized enterprises (SMEs), entrepreneurs and investments linked to the digital economy.Implementation of the National E-Commerce Plan accelerated during H2 2025 with the completion of four key initiatives. These included awareness campaigns promoting the use of electronic payment methods, approval of the review of electronic payment transaction fees, implementation of e-commerce awareness programmes and the integration of e-commerce concepts into school curricula and educational programmes. As a result, the count of completed initiatives increased from 22 in mid-2025 to 26 by the end of the year.The Ministry continued to strengthen the legislative framework governing e-commerce, building on the Governance Regulation for Electronic Commerce issued under Ministerial Decision No. 499/2023. The regulation governs the practice of e-commerce, safeguards the rights of consumers and merchants, enhances the reliability of electronic transactions and provides a regulatory environment that supports the expansion of SMEs in digital commercial activities.In collaboration with relevant stakeholders, the Ministry also completed the review and approval of fees for electronic payment systems and services, alongside the implementation of programmes to promote the use of electronic payment methods. These measures support the efficiency of digital transactions and provide more suitable payment solutions for e-commerce activities.The Ministry’s efforts also extended to implementing awareness programmes across various media platforms and incorporating e-commerce concepts into school curricula and educational programmes. These initiatives support the development of national capabilities, raise awareness of digital transactions, and enhance the readiness of the national workforce to meet the requirements of the digital economy.Nasra Sultan Al Habsi, Director General of Commerce at the Ministry of Commerce, Industry and Investment Promotion said that the National E-Commerce Plan serves as a strategic roadmap to strengthen Oman’s capabilities in e-commerce, enhance its competitiveness at both the regional and international levels and support the growth of e-commerce by addressing supply and demand challenges while raising awareness among businesses and consumers.She added that 2025 has seen significant progress in implementing the plan, with the count of completed initiatives increasing to 26 out of 30, affirming that the ministry will continue implementing the remaining initiatives in cooperation with government entities, in line with the approved timelines through to 2027.She Al Habsi explained that the current phase focuses on completing the transformational and technical initiatives, including the Makin National Digital Skills Programme, the National Addressing System and the electronic Know Your Customer (eKYC) system, alongside other initiatives aimed at completing the regulatory and technical enablers supporting the e-commerce ecosystem.She said that the count of licensed e-commerce activities has reached 19,260, while the count of verified online stores on the Maroof Oman platform stood at 412 during the period from February 2024 to 1 August 2026.The Ministry of Commerce, Industry and Investment Promotion continues to implement the remaining phase of the National E-Commerce Plan, in cooperation with government entities, to complete the development of an integrated national ecosystem built on modern legislation, advanced digital, financial and logistics services and qualified national talent. These efforts aims at strengthening the business environment, supporting the growth of the digital economy and enhancing Oman’s regional and international competitiveness in line with the objectives of Oman Vision 2040.—- Ends/AH
