Cabinet approves digital court, insurance reforms

– Approval of an amending regulation for the Insurance Policyholders
and Beneficiaries Guarantee Fund for the year 2026 to maintain
confidence in the insurance sector by reducing the likelihood of
insurance company liquidations.

– Approval of the validating reasons for the draft Administrative
Organization Regulation of the Royal Academy for Inclusive Education
for Persons with Disabilities for the year 2026.

– Approval of the settlement of 970 pending cases between taxpayers
and the Income and Sales Tax Department.

Amman, Sept. 27 (Petra) – The Cabinet on Sunday approved a series of
regulatory updates to modernize the judicial sector, protect
insurance policyholders, restructure special education
administration, and settle outstanding tax disputes.

The Cabinet approved amendments to the 2026 Bylaw of Using Electronic
Means in Civil Judicial Procedures. Aligned with the Justice Sector
Strategy (2022–2026), the measure fully digitizes civil court
proceedings. It eliminates the need to submit physical paper files
after electronic filing and expands the use of audiovisual
communication during hearings to streamline the litigation process.

Ministers approved amendments to the Insurance Beneficiaries
Guarantee Fund Regulation for 2026, aligning with the Economic
Modernization Vision (EMV). The framework shifts the sector from
reactive crisis intervention to a preventive model that minimizes
insurance company liquidations.

Under the new regulation, merged insurance companies may receive
reduced or waived fund contributions, subject to conditions and
timelines set by the Central Bank of Jordan.

The Cabinet endorsed the validating reasons for a draft
administrative regulation for the Royal Academy for Inclusive
Education for Persons with Disabilities (2026), sending it to the
Bureau of Legislation and Opinion.

The draft regulation seeks to modernize the academy by introducing a
flexible organizational structure that clarifies decision-making,
streamlines administrative processes, and optimizes human resources.

By defining clear roles and responsibilities, the framework
eliminates overlapping duties, improves inter-unit coordination, and
enhances accountability in line with public-sector modernization
goals.

Continuing its initiative to relieve financial burdens on businesses
and investors, the Cabinet approved the settlement of 970 pending tax
disputes between taxpayers and the Income and Sales Tax Department.
