Joint Meeting Between Health Ministry and Al-Daman Holding Company to Explore Partnership for Specialized Services

Khartoum, Feb. 1, 2026 (SUNA) – Federal Minister of Health Professor Haitham Mohamed Ibrahim met today with a delegation from Al-Daman Holding Company for Medical Investment. The delegation included Executive Director Dr. Ashraf Obeid and Director General of East Nile Hospital Dr. Amro Hashim. Al-Daman presented its vision for a strategic public-private partnership to operate specialized medical services efficiently and maximize the use of available resources.The Minister affirmed that the proposal aligns with the ministry’s and health insurance’s strategy to review healthcare financing mechanisms, organize funding, and restore services. He stressed that the initiative requires further discussion and integration with key stakeholders, including the National Health Insurance Fund, medical supply authorities, and the finance sector. He emphasized that implementation should follow phased, studied, and deliberate steps with clear standards.Dr. Ashraf Obeid highlighted the successful reactivation of East Nile Hospital by 70% after the war and noted Al-Daman hospitals’ achievements in Merowe, East Nile, and Al-Obeid, adding that the company aims to establish national centres in additional cities.Dr. Amro Hashim presented the public-private partnership proposal, outlining its benefits for the state and citizens, particularly in localizing high-cost specialized care. He explained that the partnership would enhance operational efficiency, expedite service restoration, transfer operational risks, ensure quality through treatment protocols, maintain price ceilings, enforce accreditation and licensing standards, promote geographical equity, and provide insurance-supported financing for disadvantaged groups. The plan also includes forming an independent regulatory body and offering incentives for the private sector, with implementation to occur in phases.AS/BH
