Amman, July 23 (Petra) – The Ministry of Water and Irrigation has
completed the first phase of an institutional modernization project
aimed at enhancing governance, improving efficiency and strengthening
transparency across the water sector.

The project, which covered key organizational units, is part of
efforts to strengthen institutional performance, improve risk
management and support evidence-based decision-making in line with
public sector modernization goals.

Water and Irrigation Minister Raed Abu Saud said the initiative
establishes governance frameworks by linking strategic performance
indicators with strategic risk indicators, enabling the ministry to
better monitor performance, anticipate challenges and enhance
institutional effectiveness.

He said the current phase focuses on building institutional capacity
in enterprise design to help the water sector identify and implement
initiatives aligned with the Public Sector Modernization Roadmap, the
Economic Modernization Vision, enterprise risk management principles,
and national integrity and anti-corruption standards.

Abu Saud said the project involves comprehensive business modeling to
redefine services across the sector, document procedures and
responsibilities, identify service delivery points, and map the
human, technical, and financial resources required to provide
operational and support services more effectively.

He added that the ministry has completed the initial business
modeling of the Ministry of Water and Irrigation, the Jordan Valley
Authority and the Water Authority of Jordan, with the next phase
extending the process to affiliated water companies.

Reviewing the project’s progress, Abu Saud described the initiative
as a cornerstone of an integrated governance system that moves beyond
documenting procedures to become a strategic management tool
supporting data-driven decision-making, institutional efficiency and
sustainable service delivery.

He stressed that successful institutional transformation depends on
accurately measuring performance and proactively identifying risks
through an advanced system of strategic risk indicators, helping
ensure service continuity and the sustainable management of human and
financial resources.

The minister directed the project team and the implementing company
to complete the remaining phases efficiently while continuously
updating the business models. He said the initiative supports Prime
Minister Jafar Hassan’s directives to advance the Economic
Modernization Vision and Public Sector Modernization Roadmap while
reinforcing integrity and transparency across government
institutions.

Water Authority of Jordan Secretary-General Sufyan Bataineh said the
business modeling project creates a unified operational framework for
core and support functions throughout Jordan’s water and irrigation
sector, helping standardize processes and improve institutional
performance.

He said developing strategic performance indicators and linking them
with strategic risk indicators for a complex sector such as water and
irrigation is a significant undertaking. To support the effort, the
ministry and the implementing company have developed specialized
artificial intelligence-powered tools to analyze job descriptions and
operational procedures, accelerating the business modeling process.

Bataineh added that the ministry is implementing training and
capacity-building programs for employees at the Ministry of Water and
Irrigation, the Jordan Valley Authority, the Water Authority of
Jordan and affiliated companies to ensure the project’s
sustainability and institutionalize expertise across the sector.
